Shaping Hoa Xuan’s Socio – Economic Development Plan 2026 – 2030

From one working session, a longer journey begins – one in which APA works alongside Hoa Xuan to translate local potential, development priorities and available resources into a practical Five-Year Socio - Economic Development Plan for 2026–2030, while laying the groundwork for a longer-term vision toward 2045.

On August 13, 2026, during a working session with the Party Committee of Hoa Xuan Commune, APA Consultant presented preliminary directions and initiatives for the commune’s overall development planning as part of its consulting support for Hoa Xuan’s Five-Year Socio-Economic Development Plan for 2026 - 2030. More than an opportunity to introduce ideas, the meeting opened a dialogue between the consultant’s professional perspective and the local government’s practical experience, focusing on core issues such as planning, resources, the environment, culture, and residents’ quality of life.

Following the discussion, the Commune Party Committee agreed that the study should continue and asked APA to review the proposals against the provincial planning framework, remain closely grounded in existing conditions, and develop a phased roadmap to 2030 with a vision to 2045, taking into account population, land use, strategic infrastructure, and resource availability. For APA, this conclusion marks the beginning of a new phase, in which the initial directions will be further tested, refined, and progressively brought closer to implementation.

New drivers in industry, port development, logistics, and interregional connectivity are taking shape alongside a distinctive natural setting of mountains, rivers, sea, islands, and valuable ecosystems. More important than creating an attractive positioning is ensuring that this development generates tangible value for the locality and its people.

In its research framework, APA identifies four strategic spaces: Da Bia – Hoa Tam Wetland Park – Hoa Tam Urban Area – Hon Nua, forming an interconnected value chain spanning heritage, ecology, urban development and the sea.

Da Bia is envisioned as a cultural and landscape landmark, with conservation of its original, historical and spiritual values as the foundation. Meanwhile, Hon Nua follows a “high-value, low-impact” approach, prioritizing eco-tourism, marine research and the green economy while protecting the natural ecosystem.

These four spaces play different roles but share one guiding principle: to build Hoa Xuan’s future on the distinctive values of the place itself, so that growth does not come at the expense of identity, but instead turns identity into a lasting development asset.
