On August 13, 2026, during a working session with the Party Committee of Hoa Xuan Commune, APA Consultant presented preliminary directions and initiatives for the commune’s overall planning and development. More than an opportunity to introduce ideas, the meeting opened a dialogue between the consultant’s professional perspective and the local government’s practical experience, focusing on core issues such as planning, resources, the environment, culture, and residents’ quality of life.

Following the discussion, the Commune Party Committee agreed that the study should continue and asked APA to review the proposals against the provincial planning framework, remain closely grounded in existing conditions, and develop a phased roadmap to 2030 with a vision to 2045, taking into account population, land use, strategic infrastructure, and resource availability.

For APA, this conclusion marks the beginning of a new phase, in which the initial directions will be further tested, refined, and progressively brought closer to implementation.

Da Bia is envisioned as a cultural and landscape landmark, with conservation of its original, historical and spiritual values as the foundation. Hoa Tam Wetland Park is conceived not merely as green space, but as ecological infrastructure that supports water regulation, environmental restoration, and community-based experiences; within this setting, Phuoc Giang is preserved as a “living heritage village.”

Hoa Tam Urban Area serves as a new urban nucleus, aiming to create a complete living environment capable of retaining workers, professionals, and the economic value generated by industry and port activities. Meanwhile, Hon Nua follows a “high-value, low-impact” approach, prioritizing eco-tourism, marine research and the green economy while protecting the natural ecosystem.
